Staff revised the specification process in order to utilize the Houston Galveston Area Council (HGAC) Cooperative Purchasing Agreement. Previous apparatus purchases have been through a competitive bid process with interested vendors. Through the cooperative agreement, the necessity to bid the apparatus has been eliminated and pre-approved pricing has created a simpler, more transparent process. The Cooperative purchase price, coupled with a pre-payment discount, brought the new pumper to $536,000. A traditional bid process would have seen the same apparatus cost $650,000. This change has realized a savings of over $110,000.
